Summary

The main feature of the labor market of Belarus is the excessive administrative regulation and the dominance of the public sector. The economic policy of the labor market aimed at preserving low wage differentiation, and largest possible, sometimes excessive, employment. Because of this Belarus avoids the problems associated with inequality and absolute poverty, which reduces the burden on the social security system. However, such a policy also means high and inefficient use of manpower because of their low mobility and low motivation. The aim of this paper is to propose possible policy measures that would alleviate challenges in the labor market of Belarus, including in the of labor migration within the EEA.
