Electronic public procurement: evaluation of official electronic trading sites in Belarus

This paper assesses the degree of compliance of official electronic trading platforms, through which public procurement is carried out in the Republic of Belarus, to the best world practices. The study reveales a significant lag in the functionality of official Belarusian electronic trading platforms from functional requirements for such software and hardware today. To resolve the current situation, it is necessary to develop a new software and hardware for electronic trading platform that meets the current functional requirements. The authors also recommend to identify a single developer of state policy in public procurement and a single implementor of this policy.
