ACL policy-paper on transit cargo flows via Belarus with forecast until 2025

Based on the calculations of Belarus Transit Complexity index for 1994-2011 and correlation of the cargo flow and transit number through Belarus, the paper releases the forecasts of transit cargo flows via Belarus until 2025, as well as proposes changes in trucking regulatory system in Belarus to be able to cope with growing number of transits in the future.
