The role of the private sector in Belarus: the problem of counting

The development of the private sector and strengthening its role in the economy is one of the key tasks that have been repeated by the authorities. The reforms carried out in Belarus in 2006-2014, allowed the country to move from 106 to 57 in the Doing Business rating. Moreover, it is argued that the reforms contributed to the rapid development of business initiatives and strengthening its role. Unfortunately, there is no reasoned confirmation of this fact. Lack of transparency and clear methodology in the Belarusian statistics on how to evaluate the role of the private sector may not accurately determine the contribution of Belarusian business in the economy and compare it with other countries.
