Social entrepreneurship as a possible alternative to a social contract

Summary 

Social entrepreneurship as a concept is absent in the Belarusian legislation. However, the deterioration of the socio-economic situation in the country gradually increases the importance of the introduction of this concept to the agenda of governmental bodies. At present, the governmental approach to social entrepreneurship is rather narrow and boils down to supporting people with limited labour abilities (above all, people with disabilities). A broad approach to social entrepreneurship associated with the introduction of a variety of social innovations has little chance of being included on the government agenda so far.
