Human Capital: an innovative system of Belarus: current status, problems and development factors

The purpose of work - to evaluate its current situation and identify problems hindering its effective functioning and dynamic development based on an analysis of a number of indicators and parameters of the Belarusian innovation system. Based on the "Human capital" papers BISS immediate plans to prepare proposals to the government to help improve the state of the innovation potential of Belarus.
