To save time and effort for nothing. Guidelines for the preparation of "road maps" to the EaP and CSF

The format of "road maps" - is not an innovation in programs and development strategies. To deal with it - this is just one side of the problem, but its technical part is not the most difficult. Moreover, the extreme rigidity of the format is not required yet. "Road mapa"  are just landmarks. Much more difficulties and problems arise in fitting our ideas and knowledge about the situation and the developments in the context of the Eastern Partnership initiative and in the context of action of the EaP CSF, as well as in the context of the current situation in the country.
