The accession of Belarus to the Bologna Process has drawn attention to the system of higher education. In addition to the difficulties of integrating into European Higher Education Area, Belarus faces a number of other problems: quality of education, reduced funding of the sphere, lack of participation of stakeholders in decision-making.
On the example of these issues the author analyses Belarusian higher education policy and makes a forecast about the development of the sphere and the fulfillment of the Bologna commitments.
The author concludes that the existing approach to making decisions only targets insignificant changes and can not eliminate causes of the problems. In the coming year, the government will retain this approach, and the commitments made within the framework of the Bologna process will not be fulfilled or will be adapted to the political context.
