This background paper describes the phenomenon of agglomeration shadow in ‘old’ industrialized as well as rapidly industrializing countries. The term ‘agglomeration shadow’ or ‘poverty belt’ is used to describe underdeveloped areas emerging around big economic and administrative centres. The background paper gives the explanations of this phenomenon and provides several solutions to the poverty belt problem.
