The system of motivation of civil servants in Belarus uses two incompatible strategies. It rejects remuneration as the main motivation mechanism, and at the same time does not provide a high degree of involvement of public servants in developing public policy, and is not accompanied by a high prestige of civil service and its perception as socially significant by the population.
